The project has an adopted vision plan, but detailed design, permitting, bidding and construction must occur before the City can establish public access. This page will be updated when an official milestone materially changes the schedule.

What must happen before opening?
- The City must define and approve the Phase I scope.
- Design teams must complete the required surveys, investigations, plans and reviews.
- Funding and procurement must support the authorized construction package.
- Construction must be completed, inspected and accepted.
- The City must announce public access, parking, operating rules and any opening conditions.

Public capital projects can change because of design decisions, environmental constraints, permitting, procurement, available funding, construction conditions and City priorities. A credible opening page should distinguish between a planning-year entry and a public commitment.

Can I visit the property now?
No. The City states that the land is not open to the public. Do not rely on a third-party map pin or an informal route to enter the property.
Does FY2028 construction mean the park opens in FY2028?
Not necessarily. The strategic plan identifies Phase I construction in FY2028, but it also states that projects are reevaluated and approved through the annual budget process. Construction timing and an opening date are separate decisions.
What update would be significant?
Examples include selection of a design consultant, approval of a Phase I scope, release of construction documents, a bid advertisement, contract award, notice to proceed, groundbreaking or an official public-opening notice.
